We didn't have a house either, but we did have a corridor in the sorority dorm (where all chapters had their CR's). More often than not, our sisters chose to live elsewhere (we had difficulty filling our corridor at times) and I think our sisterhood still managed to be pretty close. You still have the stresses between some sisters, but we were able to work through them and grow closer as we went through the difficult times. We were the smallest chapter on campus (still are), but we were supported by all the other sororities on campus, and many of us had a number of friends in other chapters.
