However, I can pout with the best of them...I'd love to see all 26 NPC chapters represented with happy new members and GC posters as well as some local chapters. I don't think I've seen a rush thread where a woman chose a local chapter!

If you look at the the thread "Rush at UCSC" there is a rush thread where an amazing rushee STARTED a local. In that same thread, I rushed for that local chapter!!
Not quite the same, but ya' know.
However, I feel you. I think it would be great to see someone go to a local. I think one of the reasons that it isn't seen that ofter is because more often than not, (but not always) locals have informal rush and COB events and do not fit into the category of the traditional "formal rush" threads that are so popular here.
But, I can always hope!!
