Yes, you can still be snap bid, even if you haven't attended prefs. One of my best friends got her LilSis that way. Her Lil Sist pref'd "Scotland" and "Russia," but didn't get a bid from either. On Bid Day morning, "Brazil" AND "Argentina" called with offers! She's a very happy Brazilian these days
Another girl in my PX group dropped out after day before prefs, and "Argentina" called her, too.
Never discount COB. It might happen, it might not. You never know how rush will turn out.
