I think the distinction is made (at least I justify it this way)because it is cultural and LOVELY. Unlike the tattoos of your gang sets name/numbers on the side of the neck written horizontally. Same goes for the tear drop tattoo and the three dots on the hand between the thumb and forefinger (both signify having done hard time in the County/pen).
