But if it's something that panhel itself sanctioned and planned, there's no one to really report any sort of "infraction" to. Also, if it's not during actual recruitment, there's not a whole lot of harm that could be done.
Not all campuses are incredibly hard core about disaffiliation. On our campus, you can't wear letters or talk to your sisters in public. They still lived in the suite or wherever, and would come up. No one ever talked about an individual girl, etc. The only thing they would ever say is if they heard any random comments, etc. about our house- the general vibe, etc. Never about anything specific or anything that could change or hurt a rushee's opinion or our opinions of her.
But it's also a smaller greek community at my school, and it's not a super competitive rush.
If the party idea is making people uncomfortable, talk to panhel or the greek advisor.
