The "rule" never applied to shirts - just pants and dresses and shoes (and not tennis shoes either).
I think this rule is mostly observed in the breach, except in parts of the South. I don't think it's worth any of us getting too excited about; follow it or not as you like. However, if you are a rushee in an area where people DO worry about it, and it is a competitive rush, it's probably a good idea to follow it for rush. I mean, rush is probably not the place for making a personal statement about what you think about society's rules for dress. Why give the chapters an excuse to cut you?
