What we did at our house for this party was to completely cover the walls of our basement in cardboard from floor to ceiling. Before we put the cardboard up we went to the arts/crafts store and bought a few bottles of blacklight paint and then just went crazy on the cardboard. When we put it all up with blacklights mounted in various places (like 10 or so) and turned all the lights out it was pretty sweet looking. We also did the whole highlighter on shirts thing.
