I'm surprised that many assume the deviant state would need to protect itself vs military punishment. Obviously this is hypothetical, but i really doubt there would be tactical nuclear strikes on Dallas, if for whatever reason Texas wanted sovereignty. And what level of sovereignty are you proposing? This coming from a Canadian, where several regions have openly debated the affects and costs of breaking away from the rest of the country.
