sorry so late....but i went to the one in az and the sig kap who was leading it (sorry im bad with names!!!) said "just one" literally means if every collegiate member recruits "just one" pnm then the chapter would double in size...then next year those collegiate members recruit "just one"and so on and so forth. so i kinda think its cool that nationals thought of that all by themselves!!!
