I don't know the legal side of it, but there is a definite no kids clause in our lease. It was one of the highlights of the apartment complex actually. My husband stayed in a complex full of young children before we got married and he had to deal with LOTS of yelling, crying and screaming, tripping over bicycles and toys in the hall, even running over toys in the parking lot. It was really bad. So, we were looking for the most peaceful environment we could get.
