Try contacting the Black United Fund and the Abyssinian Development corp. Both organizations own a ton of affordable housing in NYC. Also, The Amsterdam News and Loot usually have a number of listings of up and coming developments being built where you may be able to get in. I know its hard. I live in NYC.
