Civic Associations are good. My mother's subdivision has one. They don't go so far as placing a lein on your home (wtf?), but you know who is an active member because of the stickers placed on each member's mailbox. Annually, the sticker's color changes. The association has its board and they too produce a newsletter, as well as gathering for pot luck dinners for the area 2 or 3 times a year. Sheriffs are assigned to the subdivision and they patrol the entire area, if you are a member or not.
I'll have to remind my friend to bring this topic up at their neighborhood meeting. She's not like me, she may not bring it up.
