It isn't if your parents have never taught it to you. The only that the child probably knows is her own name and that's because she is called by it and must write it in school. Everything else is secondary. If her mom is having her shoplift and would actually LEAVE HER for CPS to pick up, then I am quite sure there isn't any one-on-one time going on at home.
Some women shouldn't be allowed to reproduce...
