The C & C has become just another piece of recruiting fluff. Either trying to show prospective members how successful they can be, or a way to recruit and recognize donors.
When I was an undergrad, the High Rho had to send in material monthly, and the Executive Committee checked up on this. Perhaps this is where we fell by the wayside - the chapters are not doing their part to supply material.
