When I was an Alum, I donated to my chapter. I knew that the were having some financial dificulty, and if $20 here or there could help them out, why not? It's buying gifts or prizes for a sisterhood where there weren't any before, or food and drinks for a COB party. I think that I would almost alway donate to my local chapter before my national org. Of course, if I had the money, I would have donate to both, but I didn't expect to be able to do that for a couple more years.

Edited to add: Once, at the end of the year, we were a little tight budget wise, and an alum donated the entrance fee so that we could participate in one more Philanthropy (we had money for 2, now we got to do 3). That's $40 that helped us, PR-wise, moral-wise, and in many other ways.
