They actually developed quite some time after the AEPhi chapter closed. The AEPhi chapter closed in 1995, and Sigma-AEPi was founded in 1998. So none of the founders were AEPhis. (at least, I don't think so)
As for the shirts, GLOs at my school often sold t-shirts at charity fundraisers and the like. The proceeds, along with the proceeds from the event itself, went to charity. Non-members are "entitled" to wear it because they were at the event. Although I don't recall anyone ever actually
buying one...
