POPLIFE: Clinton offered Colin Powell the position of Sec of State in 1994 when Warren Christopher retired. Powell turned it down citing exhaustion form his command of the Gulf War. It was really his opposition to Clintons gays in the military policy. Also the Secs of Transportation (a Brother) and Agriculture (another Brother) have the largest discretionary budgets of any cabinet position other than Defense. . Colinn Powell and Condoleeza Rice, while in highly visible and important positions, have less direct impact on the daily lives of American citizens the way Clinton's minority appointments had.
