I live in an area that gets an awful lot of fog from october/november to march and I'd have to say the majority of the people try and avoid driving when it's foggy. When I have to drive in the fog I usually will stay away from highways and freeways and stick to roads with lots of four way stops. I drive with the windows down and the radio off so i can hear the cars coming. As for headlights low beams only, high beams make it worse. Also I try to maintain a constant speed, all too often people panic and slow down to a crawl, that's the best way to get rear-ended.
