To answer your question (not dealing with the article), I'd say YES.
On a similar note:
Watch the evening news tonight. Normally, the description of the AA criminal is given to a "T". Most cases, there is a mug shot, address, phone number (exaggeration w/ phone #...lol). Whenever it's nonAA, they usually "don't have too many details" of the suspect.
