Just take a basic coloring book, photocopy some of the pages (enough so that each PNM can do one).
Using puffy paint, the PNM will trace the outlines of the drawing.
Let it dry. After the party is over, compile the pages together and bind them somehow.
Voila! -- you had a tactile coloring book where blind children can touch and color inside the borders.
We did this for Recruitment and the PNM's quite liked it.
We had a table set up and a DG sister would take them to it and the PNM would do the activity.
Make sure that the pictures are quite basic, so that the PNM can finish it in about 3-5 minutes and have plenty of time left over to meet other DG sisters.

We are doing the same thing, but instead of puffy paint, the PNMs will be gluing string around the drawings. This is my chapter's first year in recruitment, so I hope it works great!
