Have to agree with you there. In reference to this AND the housing corp post, there appears to be serious problems with your chapter. Problems that need to be addressed as a TEAM, with a positive-outcome approach, and, it will take some hard work to turn it around.
I know what I speak of. What you are describing happened to Northern Colorado in 1988 - they were closed in 1989.
Are you on the HZ of the chapter? I would recommend you get a HZ meeting, even if over the phone, done asap, with everyone being honest as to what is wrong with the chapter (as compared to your obligations and oaths from ritual, in regards to chapter/fraternal operations). Put together a document, signed by the HZ, and present it to the Housing Corp and Alumni Association (if you don't have an AA, the Housing Corp might have to pull double duty - and will do so if they are convinced you are SINCERE in changing your ways), that outlines an action plan to get the chapter turned around. Another good starting point is to look at the last consultant's visit evaluation form - anything listed there better be addressed.
Simply put, the chapter needs to confess it's faults, and sincerely try to mend it's ways today, not tomorrow. I hope you have the leadership and desire in your chapter to make it happen - we didn't at UNC in 1988...
