My school didn't suck. I attended a private school in New York City that focused on academics. The administration wouldn't tolerate this kind of crap. There was a pretty rigorous application process. If someone had behaved this way, he or she would have been expelled immediately. Parents paid too much money for most students to take an expulsion lightly.
I have heard of college fraternities, sororities, and sport teams which hazed in a similar manner.
