You know, you only get arrested or charged if you're caught by authorities--are you arrested every time you drink underage or smoke a joint? I think not. So, it's not that he's "immune to the rules," there's a very high possibility that he (and his parents) wanted to get him help before that became an issue. There's also the possibility that with a family history of addiction, the Osbournes wanted to get help for their son before he hit rock bottom, as they all know the toll of drug abuse.
So, just because he didn't get arrested doesn't mean that he's just a rich kid skirting the law. This could be a preventive measure more than anything.
I think this is pretty sad. As strange as we may think they are, until the show started, the Osbourne kids were skillfully kept out of the public eye. Now they go from 0 to 120 in less than a year, and they're celebrities in their own right, facing all the peer pressure and media scrutiny their parents protected them from. Drug addiction is a tough thing for a family to deal with--regardless of their economic status or fame.
