As for passing a bill to make people give them their DNA i think that's a long time coming, the ACLU would be all over that and by the time the case was settled that'd be a lot of money and time spent that could have been better spent on the investigation. Louisiana doesn't have the labs to cope with the kind of mass chaos that would happen if every male submitted a sample. That would lead to inefficeincy and errors, possibly clearing the serial killer. I personally want them to find this sicko but I'd rather them do it slower and correctly than hasty and sloppy. But that's just me, you're entitiled to your own opinions.
