It seems that most chapters have their own rules, too.
I think the best way to know what is acceptable at an International level is to check out the handout sent with the info on Convention and LTS...The last time I got one they even had pictures of a few examples of what is and is not acceptable.
I know, like duchess said, strapless/sleeveless is not good, and that nylons are required - but other than that i dunno. I always thought open-toed shoes were not allowed, but s/o told me they were (as long as nylons worn).
