As someone who's watched wrestling for a long time and someone who's read a lot into it (yeah, no life), I can say the Warrior was one of the worst.

Sure, he could rile up the crowd, but the guy only had three moves, which puts him one in front of Hulk Hogan and two in front of Kevin Nash. Plus, his last two comebacks (wcw and wwf) were short lived because he couldn't get over the fact that wrestling had changed and that

If you're going to look at the actual wrestling, the best ring workers include SCSA, Ric Flair, Benoit, Steamboat and countless others.

If you're talking about mic skils, then Flair again, Hogan, HHH and others. They know how to get the crowd worked up.

Warrior was cool in the 80s, when the pace was slow and he could get away with it. But when The luchadores came and quickened the pace, big lugs like Big Show, Warrior and Kane could only do so much to be interesting in the ring.

So, I guess my pick would be Flair (pre WWE. He's insane now). The guy was an excellent grapler, and could work a crowd like no other.

This might all be negated by the fact that I haven't watched wrestling since Vince bought WCW.
