I used solid foam and cut it to the shape of the lapboard when I made one for a friend. You can get automotive upholstery 3-4 inches thick, and it's cushy and easy to work with. I cut it to the right size and shape, used spray-on adhesive to adhere it to the back of the lapboard, then attach the fabric backing to the sides.

If you could find a pillow that's the right size, that would probably work really well, too. I know lots of people stuff them, too.
