I remember when I was in high school and we weren't allowed to watch any R rated movies. And in middle school, we couldn't watch PG-13 movies. These things required parental permission slips before the teachers could show them because of the content.
Yes, the women at Hooters are clothed, but at the same time, much of what is in a PG-13 movie isn't that excessive, but still requires permission. Kids aren't stupid, contrary to what we'd like to believe (I work at a daycare center with elementary and middle school kids and know full well what they are capable of and what they know), I think that it should still be up to the parents as to whether or not their children go into a restaurant with a more mature clientele.
