Definitely.
I don't agree with the usual conception that Greek Life at 3% of the student body could be at "capacity". It's probably because there are too few groups and those individual groups have reached their capacity or are incompetant when it comes to recruitment!
One thing that can give a stagnant group a needed kick in the ass is a little competition! Greek Life for men on our campus has shot through the roof since they brought us and PKA within a 2 year period! Now we see the need to add more fraternities!
NPC Sororities are a little different. 3 houses at quota, one struggling. Another house is needed but because one house cannot recruit they sit on their thumbs and turn girls away.
