Delta Upsilon started a colony on our campus (12,000 enrollment 3-4% Greek, 75% commuter) my first year as advisor and struggled. They finally pulled out after about 18 months. However, they started other colonies at the same time and they did great. Ask a lot of questions of all of these groups. Colonies can do well when the expansion team is still on campus, but then flop when they leave. Some questions I would ask:
1. When will local alumni actually start working with the colony? Do they have solid commitments from alumni to advise the colony?
2. How long will the expansion team be on campus, when ( or if) they will be coming back?
3. When will they teach the members how to
effectively recruit?
