At least on land lines, all you'd get is a recording stating "the number you dialed (NXX-XXXX) has incoming call blocking" or something of that sort. Probably for cell phones, you might get a 'ring no answer' (just rings on the caller end). Some call blocking schemes will allow certain callers who have been given an access code set by the user to bypass the call block.
