Logistically, how could there be a quota if everyone got a bid? Also, sad to say many pnms would gravitate toward the "top" groups rather than giving the small groups a chance..thereby losing out on potential terrific sisterhood.
Who knows, the possibility of decreasing the amount of time a nm is "committed" to one group after she depledges and is allowed to join another group would be more likely..but that too could create chaos.
