...it is especially associated with the Celtic tribes.

These symbols are called triskele or triskelion.

The Triskele is used to symbolize the cycles of life with in the three fold, or three spheres of influnce in the material world.
The three spheres (Land, Sea and Sky) represents the three aspects of the material world that are contained in every object. Each aspect ever flowing outward and always returning to the point from which it started.

I've also heard it represents the union between the past the present and the future...

Am thinking in a brown-amber color on my lower back 2-3inchess wide/up-down.

Thoughts?
My sister had a henna tattoo of a Celtic symbol that is slightly more ornate than the tattoo that you want. She kept saying that she wanted a tattoo, but she was afraid so henna was the best option for her. She didn't like it and washed it away. I say try the henna first. If you like it, you can always get a permanent tattoo. If you don't like it, no harm done.

BTW, are you Irish? I have not heard of anyone who isn't Irish getting a Celtic symbol tattoo. If you aren't, prepare yourself for people thinking you are. Not that the whole world will have access to your lower back.
