I believe, though, that the state of New York has anti-hazing laws in place . . . I'm not sure how strict they are, though.

Sigma Chi Omega was/maybe still is an interest group for Sigma Chi, and it's a possibility that they were even founded with the idea of becoming a Sigma Chi colony from the beginning. Of course, I don't know if they'll have much luck with that after this show . . .
According to the SUNY Buffalo website:
General Conduct Rules and Regulations

Any student found to have committed the following misconduct is subject to disciplinary sanctions:

HAZING - Hazing, defined as an act which endangers the mental or physical health or safety of a student, or which destroys or removes public or private property, for the purpose of initiation, admission into, affiliation with, or as a condition for continued membership in, a group or organization.

It doesn't say what the sanctions are. For the record New York State also has anti-hazing laws in place.
