In my last 2 or 3 semesters as an undergra, we just have 5 or 6 transfers overall, so to find out more we talked to HQ a little and our BOA, what we understood from that was if you really want you can give the guy your own chapter scroll, but you don't have to, and you can grant him like probationary status in your chapter if your not sure on if he's a good frater or not,

for the scroll senority, there's different schools of thought on that too... in my travels some places if your initatied say fall 2001, and someone was initated spring 2002 and got order of the founders, that person has rank on you since he's reached the next level of achievement. and same goes for KCL. this is mostly a way to keep people going always for the next level instead of sittin on their butt.

otherwise, i've mostly heard that it would go first by initation date, and if the date is the same, then by chapter designation. so both intiatied Jan 1st, alpha chapter would have scroll on beta chapter.

there's many different ideas out there, and i know some places senority means alot, like choice of rooms in the house or that kinda thing, but if your chapter starts taking scroll and abusing it, brotherhood problems are sure to follow shortly, so be careful before opening a can of worms.
