If I were you, I'd write a letter to whoever it is at AXiD that you've been in touch with and tell them what's up. First highlight all the community service you've done, tell them about your fantastic new members, tell them about anything else that has been going right for you guys lately. Then tell them that it would be great if they could offer you any resources for attracting new members, PR, getting your name out, things like that. Even if they can't help you, at least they'll know that you're being proactive and are really working hard to make NBO known, and maybe they will reconsider the "35 girls by whenever" stipulation for becoming an AXiD colony.
If they still aren't willing to give you anything or re-discuss terms, I would start looking at new groups.
It's awesome to hear that you're not giving up, though! Keep up the great work . . . I'm sure it will pay off soon.
