This change that OTW is referring to came very early on. In fact, as of my 1931 Quarterly, we already had 4 provinces, one for each geographical region. I don't know the details off the top of my head, but since there is a question about it, I will look it up in my Quarterly and post it under my Daily Fact thread later today.
