I believe that those sections of the Greenbook are recommendations, not unanimous agreements, and that collegiate panhellenics may make rules that differ from those recommendations. On several of the campuses I work with we routinely vote to match all women who did not Intentional Single Preference. This often results in more quota additions than the Greenbook recommends but it also results in better campus sentiments toward the Greek System than in situations where there are a lot of women cross-cut.
