It's a competition to see which house can make the best banner for the week. Usually made with a flat bed sheet and paint...Here at Nebraska it is a part of a lot of competitions on campus - Homecoming, Anchor Splash, Greek Week. For the sororities they make banners all the time for different things like Dad's Day, Parent's weekend, Founding Days, as well as part of the competitions for things like Derby Days (Sigma Chi), Paddy Murphy (SAE), Idol (Farmhouse), Hurricane (AGS). I've also seen them on sororities to welcome their traveling consultants.
The most creative banners are usually for homecoming b/c the theme is more concrete and you can use the banner to go along with your lawn display.
As for Greek Week at Nebraska...it's not a very big thing here. They don't announce best chapter or anything like that, there's no all greek philanthropy or really much of anything. The one thing I remember most about Greek Week from last year was that the Monday of Greek Week was the warmest day of Spring Semester and there was the all greek barbeque and all the girls broke out the tank tops and shorts...the scenery was very nice after months of everyone in heavy coats and sweatshirts!
