Throwing numbers completely out the window, does your chapter use the rush czar system? This is basically where the rush chair has the final say from the chapter as far as bids go and his word cannot be questioned? If you don't, you might want to try to implement this system.
I completely agree with your assessment that bidding a guy just to boot him out later defeats the purpose of recruitment. You are attempting to find men who will become brothers, not pledges.
I can go back and forth on the quantity vs. quality issue, but the fact of the matter is that they are both linked. In my opinion, you cannot have one without having the other.
My chapter is a young one as well (less than 10 years) and it seems that we had similar problems in terms of bidding whomever walked through the door. Now, we don't do that but we are not elitist by any means. Our chapter constitues roughly 30% of our Greek System...so obviously we are doing something right. My point is that the decisions you make now in terms of cutting people down the road can be changed. It may take some time, but it sounds as if you are bidding the right kinds of men and that your colony is on the verge of becoming a chapter! So congratulations!
