At my school, a rush infraction was usually penalized with the loss of a certain percentage of the pledge class, letters of apology to the other sororities, loss of bid day mixer, & a letter from the Panhell advisor to your National HQ.
As for whether this would count as an infraction or not? Depends on where you are.
