My former housemates had a problem like this before I moved in. They called the landlord and her parents, and she was moved out immediately. They threatened to press charges. A landlord has a responsibility to keep the tennants safe and free from crime. In this case, that meant eviction for the problem housemate. I think that eviction is the best resolution for your house also.
