I agree with Fuzzie, register with whichever ones you can meet the most women in. I don't know this from personal experience, but I've heard recruitment in all of Texas is competitive. Since you're in Austin, it might be easier for you to register with them. I'm guessing they'll forward info to Tech.
Ask around in San Antonio and Austin, you probably already know women who are members of some of the groups at Tech.
