I used to live in San Antonio back in the late 1990s and remember very well the deluge back in '98. When the Olmos Basin gets to overflowing, there goes US 281! And the Riverwalk just barely escaped getting washed away - they had recently finished a flood control channel that keeps the floodwaters away from most of downtown.
BTW, hurricanes are rated Category 1 through 5 on a scale called the Saffir-Simpson scale. It's based on windspeed sopme other factors. The strength of a tornado is measured on the Fujita scale from F0 to F5. Because of the short duration of a tornado the estimated F-number is figured from the amount of damage caused. (Courtesy of the meteorology class I took at OU when I was an undergrad, which I promptly flunked!)
