The point about who was there first is interesting, but probably moot.
This kind of situation will, in the long run, go the same way as "dry" housing, etc. Chapters will be under increasing pressure to be good neighbors -- to hold parties in different locations. To be more considerate of neighbors.
Like the alcohol, drug and hazing issues, "business as usual -- we've always done it that way" chapters will not survive.
We're on the defensive internationally. If we don't embrace some manner of conforming to our neighborhoods, our houses will be zoned right out of existance.
Nothing fair about that. It's like people who move into a house off the end of an airport runway and then complain about the noise.
So, while I agree with KT, it really doesn't matter in the end. We'll lose unless we change.
