It's surprising what administrators at various universities think. If their intentions are similar to the Dartmouth administrator's wanting to encourage groups to be "Undergraduate societies [that] allow students to organize and dissent from regnant political orthodoxy" wouldn't GLO's by their very nature be exactly that? It's a hell of a double standard they want to impose. So they wish to encourage dissent by quelling it?
