who protects small businesses?

so because of the corporate scandals this year, I've learned a little bit about politics and lobbying and how big businesses get to bend the ear of politicians.

but what about the little businesses? if they can't afford a lobbyist or they can't make huge payments to campaigns, how do they know people are going to watch out for them when making laws?

Is this something the US Chamber of Commerce covers? Who do they represent?
