Basically like welfare for education.
Instead of schools being funded locally, there would be an education tax, of sorts, on a national level to ensure that every school in the country got the same amount of funding from the same source.

I don't know if you're familiar with the current system, but schools are funded by local property taxes, meaning the kids in Montgomery County, MD (one of the wealthiest counties in the nation) enjoy new computers, state-of-the-art science labs, new textbooks, etc. while students in East St. Louis, IL (arguably the worst school system in the nation) are still uing Apple II computers, they can't afford to remove the asbestos from the buildings, and teachers have to pay out of pocket for crayons and paper.

A lot of people don't like supporting others, but it's unfair to deny a child a decent education because his parents couldn't afford to live in an affluent area.
