You need to work out every part of your body, not just your abs. You cannot lose or gain weight on any spot on your body that you choose to. Your body will put on and take off the fat how it chooses to.....that's where genetics comes in. Even if you worked out everyday on your arms and ate healthy, you would still lose weight in other parts of your body besides your arms.
Eat healthy....lots of fruits and veggies. Do cardio and other strength training exercises. If you want strong ab muscles, my suggestion is to by the Abs of Steel videos. I love it because I can work out in my own home and not have to go to the gym. I don't have to be embarrassed if I'm all sweaty and look nasty. Plus, those videos give a really good work out. Have a friend work out with you so you can sit ups while throwing a ball towards each other. This exercise has worked really well for me.
