I spent 2 years living in an apartment building where the fire alarm system had just been redone. There were a ton of false alarms. And, whenever the alarm went off, here's what happened:
1. Announcement in English stating that there is an emergency in the building and that you will hear a second siren if your floor is being evacuated. If your floor is not being evacuated you should stay in your apartment.
2. Repetition of the announcement in English.
3. Repetition of the announcement in Japanese.
4. Repetition of the announcement in Chinese.
5. Repetition of the announcement in Spanish.
6. The floor-specific warning siren.
By the time they'd gotten through all those announcements, if there'd been an actual fire, the building would have burned down while everyone sat in their apartment wondering if they should evacuate.
